As the President and CEO of Blue Cross Blue Shield of Michigan, I have the privilege of leading a nonprofit mutual health insurance organization that serves over five million members nationwide. I take to heart the responsibility of leading BCBSM into its next chapter. The foundation of who I am goes back to my family’s 130-year-old dairy farm in Northern Michigan. There, I learned the value of hard work, showing up with purpose, and caring for others. Those lessons continue to guide me today. I have held several senior leadership roles in my nearly 20 years working at this company, most recently as Executive Vice President, Chief Operating Officer and President of the Emerging Markets Division. It has given me a grounding in what our organization is today and what it needs to be in the future. Health care is at a turning point, with immense opportunities and significant challenges. My vision for BCBSM is centered on the people we serve. We serve them best by continuing to transform, innovate and deliver value. We represent them by staying grounded in our commitment to accessible, affordable care every day.

At Blue Cross Blue Shield of Michigan, our mission is clear: to be our members’ trusted partner by offering affordable, innovative products that support their care and health. In 2025, that mission shaped our work as affordability remained a central concern for many Michigan families and employers.
This annual report reflects our theme, Momentum Through Transformation. Throughout 2025, we made changes to strengthen performance and help protect affordability for members — while continuing to work alongside partners across the health care system.
We track our progress through results that strengthen our ability to serve members for the long term. In 2025, we improved year-over-year financial performance, earned independent recognition tied to member satisfaction and compliance, and advanced affordability work with providers, in pharmacy and across our organization.
Our work shows up in the experience our members have with us. In 2025, J.D. Power recognized Blue Cross Blue Shield of Michigan for highest member satisfaction among commercial health plans in Michigan and for highest customer satisfaction among Medicare Advantage plans in Michigan. For our Medicare Advantage members, our PPO and HMO plans earned 4.5 Stars from the Centers for Medicare & Medicaid Services. We also received a CMS compliance audit score of 100% after an audit reviewing key processes across claims, appeals, grievances, compliance effectiveness and formulary administration.
Affordability is one of health care’s most persistent challenges, and we know we won’t solve the health care cost equation alone. The health care system works best when we all work together, and we signed innovative partnerships with eight hospital systems in 2025, each including value-based care components. We also expanded use of biosimilars for certain high-cost drugs, which save members up to 90% of the cost of some drugs
We also realize we are a part of the affordability solution, and we reduced our own administrative costs by $420 million in a single year.
We also remain grounded in our social mission to improve the health and well-being of all Michiganians. As a nonprofit mutual health insurance company, we reinvest to serve members and support communities across Michigan. Consistent with that commitment, we contributed $100 million in April 2026 to the Michigan Health Endowment Fund, bringing total contributions since 2014 to more than $1.11 billion.
Blue Cross Blue Shield of Michigan and Blue Care Network are entrusted with our members’ health, and we take that responsibility seriously. We’re focused on supporting physical and mental health by helping members access affordable, high-quality care when and where they need it.
The past year was my first as President and CEO of Blue Cross Blue Shield of Michigan, and I’m proud of how our teams delivered despite changing and challenging times in our industry. It reinforced what members expect from us — affordability, service and accountability — and what Michigan needs from a trusted health insurer. Thank you for placing your trust in us. We’ll keep building momentum and transforming as an organization to meet your needs, with a clear focus on improving the value and experience we deliver to those we serve.
Sincerely,
Tricia A. Keith
